I wouldn't use any type of construction adhesive on a circuit board. Maybe some double sided foam tape. There is electrical compatible silicone that does not outgas acid. And if that makes you concerned, then use common hot melt.
To keep the hellfire at bay. Capacitor is a relatively large mass to be anchored by just the leads and solder pads. In testing, probably something like life testing where it is operated until it no longer works. They count the number of cycles till failure and the reasons for failure.
There are also agreed specs between the engineer and the customer. It could be for this case, operator needs to apply the glue to the top and it is acceptable as long as it doesn't cover the board markings or it doesn't fully cover the component itself or others.
