Schedule 4 of the current EIA Regulations for projects that require planning permission (SI 1999 No. 293) includes “population” as an aspect of the environment that may be affected by development.

What is Environmental Impact Assessment (EIA)?

It is part of a guidance package designed to help in the identification of key impacts of specific projects as part of the scoping process in Environmental Impact Assessment (EIA). It should be used in conjunction with the associated guidance notes that describe the impacts of many different types of individual development projects.

Does a project need an EIA?

Projects listed in Schedule 1 of the 2020 EIA Regulations are subject to an EIA process as required by regulation 5 (1). Projects listed in Schedule 2 are subject to a screening process to determine if an EIA is necessary, but the developer may wish to undertake an EIA as set out in regulation 5 (2) (b), if they choose.

Should the public be involved in the EIA process?

If adopted, a proposed amendment to Article 6 of the Directive will require Member States to take necessary measures to provide for early and effective public participation in the EIA process. It is possible that this will require that the public be involved at the scoping stage.
